Parker says: Sirleaf is uncorrupt; twp officials were honest Print E-mail

rebutPresident Ellen Johnson Sirleaf and her friends seem to believe that they can fool all of the people all the time. For instance, Sirleaf herself has yet to explain issues surrounding the $1million check at Central Bank. Mr. Estrada Bernard, a brother in-law has not explained how he earned the $600,000.00 payment from CellCom. 
Mr. Harry Greaves, Jr. has denied his involvement in corruption at LPRC. Dr. Lawrence Bropleh, former Minister of Information and Cultural Affairs, continues to disclaim his signature, insisting that someone forged it. And the list goes on.

Now Ms. Clavendar Bright Parker, a friend and business partner of President Sirleaf,   has attempted to refute her ownership in International Bank. Unfortunately, her explanation has raised questions about her sincerity and honesty. Is it really true that members of the True Whig Party were honest, and they earned their properties through honest efforts, as she stated? Also, is it also true that President Ellen Johnson Sirleaf government is providing equal opportunity to all Liberians, such that excessive salaries are paid to all competent recruits, and lucrative job offers are awarded to any qualified applicants without prejudice? Parker’s assertions are disingenuous at best, and her explanations are unsupportive.

Let us look at the National Port authority to test the fairness issue in hiring. I did review the prospective names of applicants reported in newspapers and websites, and I did not see the name, Ms. Matilda Wokie Parker, the current managing director. More so, how did Ms. Matilda Parker gain her executive experience for such a herculean task since she just received her MBA in 2008 from the University of Texas? Certainly, if NPA’s principal functionalities were computerized, I would be less concerned since she got her BSC in Computer Information System in 1993 from Strayer University. Interestingly, Ms. Matilda Wokie Parker listed Binyah Kesslley, NPA Board Chairman as one of the three persons for employment reference. So, was she employed for unknown activities, other business transactions, or presidential campaign related transactions?   

What’s about excessive salaries? Ms. Matilda Parker is one of the privileged few who is receiving excessive salaries. In fact even before she returned to her country, NPA transmitted US $10,000.00 to her as relocation funds. Further, the Port paid $6,090.34 for her plane tickets. President Sirleaf is awarding excessive salaries at the same time her government is laying off thousands of $70.00 per month salary earners in fulfillment of the downsizing theory. To add salt to injury, President Sirleaf awarded double benefits to Monrovia-landlords. Her Minister of Finance abated real estate taxes and paid arrears in rent to Monrovia-landlords, including the payment of $250,000.00 to a landlord. (See 2006/2007 Liberian Budgets). 

With such a scenario, our faithful Christian lady, Clavendar Bright Parker, stated that President Sirleaf is not increasing the wealth of Monrovia-landlords and their relatives. If Ms. Bright Parker does not see partiality and favoritism in Sirleaf government, it is fair to conclude that she is unable to accept the facts that members of the True Whig Party siphoned government resources to their personal pockets. Firestone Company (established since 1929) and LAMCO (established since the 50s) got very rich from Liberia’s resources by giving bribes to members of TWP in exchange for favors. If Ms. Clavendar Parker cannot admit that it was because economic disparities along with inequities that bred the 1980 coup, should anyone trust other assertions, especially so since she is trying to put forward a damage- controlled story?

For hard evidence, let us look at the International Bank (IB) as a test case. Sorry Ms. Parker, you guys thought that no one could trace any print leading to your ownership in International Bank Limited, by way of your interest in Pan African Group, previously known as Modern Africa Fund. Additionally, you guys might have assumed that a researcher would not review layers of corporate arrangements, but just focus on documents such as article of incorporation, dividend payment document, etc. 

What is Pan African Capital Group? It is one of the shareholders of IB? Its website indicates that Pan African Capital Group, LLC (PACG) is more than just an ordinary investors of IB. Here are postings which indicate that IB is not an ordinary investor: 

"Liberia's commercial debt payment was finalized on April 16, 2009.  Negotiations with the holders of the Republic of Liberia's $1.2 billion in commercial debt were successfully concluded, resulting in a payment of $38 million, or 3 cents on the dollar for nearly all of the outstanding commercial loans.  For the full story please click

PACG Principals have been instrumental in promoting credit ratings for African countries from the major credit rating agencies. PACG works with its own portfolio companies as well as others to enhance value of its own and its partners’ investments.

Did PACG perform negotiating functions as implied in the first posting? Were Liberia’s economic projections determined by International Bank as indicated in the second posting? If true, has Liberia hired PACG and, or International Bank as a consultant? Or are PACG and International Bank performing services for Liberia at no cost? And why did IB and PACG perform services for Liberia at no cost? 

For the moment let us put aside the questions about why PCAG and International Bank did perform services that should be carried out by personnel of government ministries and institutions such as Ministry Finance, Ministry of Planning and Economic Affairs and the National Bank of Liberia. It is important, but it can wait for another day.   

By the way, what is the relationship between PACG and International Bank? PACG owns interest in International Bank and other portfolio such as Liquid Holding Limited (Rosebank) located in Johannesburg, South Africa, and a cellular telephone operator called Cora de Comstar based in the Ivory Coast. (www.afrika.no/noop/page.php). Who owns Pan African Capital Group, formerly called Modern Africa Fund? A Press Release dated July 27, 2002, stated that, “…Measuagoon, in collaboration with Stephen cashin family and the Bethel Outreach Church, Ghana, dedicated a twelve-hole sanitation facility at the Liberian Refugee Budumbura…the event was blessed with presence of Mrs. Bright-Parker, also Mr. Lucas and other members of the Board of the Modern Africa Fund Managers including Mr. Steve cashin and Mrs. Sirleaf…” (www.Theperspective.org).  In short, since Clavendar Parker owns interest in PACG, she automatically has interest in International Bank; Liquid Holding Limited; Cellular telephone company based in the Ivory Coast; including all other businesses that PACG and IB invest into. Interestingly, Steve Cashin’s association was not limited to business activities. For example, on September 21, 2004, Steve Cashin was one of the participants at the Leon H. Sullivan Foundation Forum on Liberia. Also, among prominent personalities that appeared in the “THE FILM: IRON LADIES OF LIBERIA,” Steve Cashin was included.

Why Cashin is everywhere? Cashin has interest in the resources of Liberia as indicated by a report under the topic “Africa Agenda,” which appeared in the advertising supplement of the Washington Post. (www.metro-press.com/aoa9//aoa9). The writer stated that, “despite the downturn, the rate of return on foreign investment is higher in the African continent than it is anywhere else in the developing world.” And, Steve Cashin said that, “The continent has approximately 60 percent of the world’s diamonds, 40 percent of its phosphate, 30 percent of its cobalt and 10 to 15 percent of the world’s proven oil and gas.” He added that, “there is a lot of new market opportunity in Africa, and to get anything in motion, we need to match the right people together.” So, in Liberia, Steve Cashin has identified Clavendar Parker, President Sirleaf, etc as the right business partners. 

As a side issue, I will briefly touch on your misinformation that I was corrupt. Ms. Parker, an audit was conducted of the Bureau, and there is no report of misappropriation of funds on the part of any employee, including me. The audit was conducted at a time when General Quiwonkpa (i.e., Bureau’s chairman and whose signature was required on all documents such as checks) and President Doe were at loggerheads. Obviously, any misuse of any properties would have been reported. More so, the government financed my education, which is a higher form of a commendation. In fact, on behalf of one of the reacquired properties, I,along with other representatives did receive a performance Award in Nairobi, Kenya. 

Lastly, Ms. Parker you know that I am aware that the US officials made the decision to return all ill-gotten wealth over to remnants of the TWP. Why? The reason was to appease you guys since you guys blamed them (US officials) for the events of April 12, 1980 coup.

Now, instead of adressing those points coprehensively so as to give us your reader the otherside of the debate so that your credibility which is experiencing a negative growth in recent time as a result of her rebutal, your are still adding unsubstantive allegations. 
 
The lady raised several important points to debunk u amongst which she said: she was appointed to the BOARD of ECOBANK a year before the ascendency of PRESIDENT SIRLEAF n that she was infact appointed in Lome Togo at their HEADQUARTER. And she further went on to say it is not possible in the current baking regulations in Liberia for one person to serve on two boards.

What other vindication do we want from Mr.Zaza, who was not only givena performaqnce award, but whose graduate school fees were paid by the Liberian government at the New School for Social Research in New York. If Zaza left the Bureau of Reacquisition in disgrace as alleged by Ms. Parker, how come he was given a scholarship to come and do graduate work in the US? I understand that Mr Zaza works for the city of New York in its audit department, did Zaza, a "hard core criminal" as alleged by MUSU, also fool the city of New York? Be a patriot and pay back the GOL
Zaza, great revelation. Now be a true liberian patriot and pay back the Government for monies spent on your education; not jsut the nominal amount, but with interst for the more than 20 years you have remained in the US. Patriots return home after their education; they do not remained to enjoy the comfort of life in the US and muddy the water back home. 
 
It is sad that you ahve decided to impune on the cahracter of some of Liberia's true sons. You write as to say it is illega to be engaged in business. I would prefer if all Liberian public offficals would invest in the conuntry and create more jobs for the ordinary people.  
 
Common snese also contradicts your allegation against the president. for example, if the president were to be so much interested in helping her TWP members as you cliamed, she would be opposed of the government relocating minsitries in govevernment owned properties and she would not aloowed the GOL to repossess the EJRoye building.

All along my questions to Yanqui Zaza is whether he has attempted doing any business in Liberia and if the president and her associates or relatives stand in his way? Have they prevented Zaza from engaging in business in his own country? These are the questions Zaza and his supporters are not answering.  
 
When Zaza used the Liberian people's resources to educate himslef, he should go back to Liberia to contribute his quota or engage in business to enrich himself while paying taxes to the national coffer. But he has chosen to live and work in America. Well, the fact is that while Zaza sits in America, others are looking for opportunity to do business in Liberia. If I were him, I will stop worrying about other people doing business in Liberia and start my own business. And if the president's relatives and associates obstruct his efforts in any way, I will be one of those that will champion his cause.

The President described as real commitment the decision by Mr. Konneh and others in the Diaspora to return home and contribute to national development. Recalling the process that led to her election as President, the Liberian leader observed that there are some who prefer sitting on the sidelines to watch events unfold only to join in the bandwagon later. There are others on the other hand, based on their conviction and believe in a principle work to he a part of the process of change. Mr. Konneh’s decision to serve, the President said, is a conviction that goes beyond her. It was a conviction for country to be a part of changing Liberia. 
 
According to an Executive Mansion release, President Johnson Sirleaf made the remarks on Friday when personnel of the Ministry of State hosted a cocktail to bid the Deputy Chief of Staff for Public Affairs farewell as he takes a sabbatical leave of absence. The President expressed the hope that following his studies Mr. Konneh will return home with a broader perspective to serve his country and people. 
 
Mr. Konneh, who left the country on Friday to pursue graduate studies at the John F. Kennedy School of Government at Harvard University in the United States, thanked the President for the opportunity to serve and contribute to national development. Mr. Konneh also thanked his staff and all those who contributed to the success of his Division. He assured President Johnson that he would return following his studies.  
 
While at Harvard, Mr. Konneh will be studying Public Policy and Management in the Edward S. Mason Program in a one year Lucius N. Littauer Masters’ Degree program, expected to commence next month. 
 
The Outdoing Deputy Chief of Staff for Public Affairs and Information Technology was appointed to the post in March 2006. During his tenure, he played a paramount role in President Ellen Johnson Sirleaf’s public relations team. He is credited with the setting up of the Executive Mansion website (www.emansion.gov.lr), which has registered a startling nearly 2-million hits since its official launch two months ago. 
 
Meanwhile, the Public Affairs and Technology Department has implemented a Local Area Network (LAN), providing access to all computer users within the Ministry of State and the Office of the President to log on, using assigned user names, and user-chosen passwords. 
 
The measure, the Department said, will enhance information security, productivity, and efficiency at the Ministry and the Office of the President. Among other benefits, employees will enhance information security—security of files and the integrity of data will be enhanced, with different users having different access levels to various files and resources on the network.  
 
 
•File Sharing—Specific users on the network will be able to quickly access designated files from other computers (without having to leave their desks or having to use a flash drive). 
•Print Sharing—The need to have a printer at every desk will be eliminated, enabling one or more printers to share one. 
•Data Backup— Information will be backed up from a central location and will be restored in case of system failure.

Rather than being trite by name calling perhaps you can mount a vigorous compelling defence on Zaza's behalf by refuting the earlier charges laid out against her by Ms Parker. Mr Zaza's article above is just more of the same although he calls it a rebuttal. Unless he he addresses those charges regarding him over his involvement as a functionary in the PRC dictatorship, a thick cloud of doubt shrouds his credibility. This is perhaps where you come in, since you have all but cleared the deck and stuck out your neck in defense of his name. Answer the charges since you are so eager to mount a defence. 
 
If you have been a regular participant on this forum you will know I call things as I see. So to call me Sirleaf's praise singer is merely a reaction on your part because things are not panning out the way you wish. Where the Sirleaf Administration has done stuff where there were trangressions, I have registered my displeasure by calling them out on it. While I'm not a UP partisan, I wish for this government to succeed in doing right for Liberia. I will do the same with whatever government is in power in Liberia. Fairness, the rule of law, justice, free speech: these four things in dealing with human relationships, I don't compromise on. 
 
Why would Zaza be so articulate when writting of the transgressions of others but when accusations are made agains him of similar kind he would be silent? We know he is a an activist in the progressive fashion and his allegations should not be ignored. His heart is no doubt in the right place. But he is by no means untouchable such that his past cannot be scrutinized.

I guess you don't know me to imply that I am unwilling to accept comments of others. 
 
For many of us who grew up advocating for participatory democracy, I am accustomed to hearing any view, even if the views are incorrect.  
 
For instance, I do not have a problem if someone insists on preaching false statements, if such approach is the only way he/she will feel good. 
 
My activities, which occurred in two years or less at the Bureau of Reacquisition, can be reviewed and analyzed.  
 
For those Liberians who are aware of the events of the April 12, 1980 coup know that former officials of the TWP did not leave millions of dollars within the Liberian banking system. In short, the government was broke, as PRC officials reported.  
 
The PRC government did receive money later on. Why? President Doe carried out what he was asked to do. You know that poor countries receive money when the lenders are pleased. 
 
The US government and international institutions began giving money to the PRC government when the likes of Mr. Emmanuel Shaw, Charles Taylor, Francis Dunbar, etc got control of the PRC Government, and the PRC pushed many of the progressive brothers out. 
 
Yet Ms. Parker and others gave the impression that the progressives aided the PRC government in misusing millions of dollars left in the Liberian banking system by members of the TWP.  
 
 
Let's get Back to the Bureau. 
 
I have provided every information about myself, but many of you guys are asking for something that I can not manufacture.  
 
The PRC returned all of the reacquired properties (commercial and residential real estate, agricultural farms and portfolios and corporations). No relative of the former members of the TWP, including Ms. Parker has indicated that some portion of her properties have been transferred to someone else. 
 
More so, for such a property to be transferred, the new owner would have to legalize the ownership document, which requires the signature or consent of the former owner.  
 
The audit bureau audited the bureau, yet you guys don't believe the report of the audit. If you guys can accept the report of the audit bureau, is there anything else that one could submit?  
 
I don't think so. 
 
 
The PRC financed my education, yet Ms. Parker said that the PRC was ashamed of my performance. Is her view correct? But I guess some of you guys do accept her story.

In my view, it makes no sense for you to constantly accuse me and others because we happen to disagree with you on the topic of Ellen Johnson Sirleaf. Disagreements as you know, will always occur. There has never been a situation in which a leader has become disliked by everyone. Why can't you get over it? I am dumbstruck by your actions! 
 
Ellen Johnson Sirleaf is not a perfect leader. I am not aware of any perfect leader, either in Liberia or anywhere on planet earth. If you know of any perfect leader, please let me know. Mrs. Johnson Sirleaf's predeccesors were not perfect, not by the stretch of anyone's imagination, yours and mine. So, it's premature to expect any leader to lead perfectly. However on the plus side, Mrs. Johnson-Sirleaf is doing a "heck of a job" given the circumstances. Why is this hard to understand? 
 
Comrade Zaza constantly makes all kinds of unsubstantiated accusations about Johnson-Sirleaf. Given this scenario, EJS's "praise singers" (as you call us, thanks, Alpha) will not rest until justice is done. If it's the pipe dream of anyone that EJS's "praise singers" will trash her, I suppose more soul-searching should go on.  
 
As I see it, no harm is done when you, Zaza and others criticize Johnson-Sirleaf. However, I feel that harm is being done when her alledge misdeeds cannot be proven. Think about it. Would you like to be falsely accused? Or, would it sound to reason if I falsely accuse your favorite leader? 
 
Back to the drawing board: 
 
There's is corruption in Liberia. Within the ranks of the ruling elite, some corrupt individuals are enriching themselves at the expense of the Liberian people. I agree that something needs to be done immediately in order to "slow down" the pace of corruption. On the other hand (this is where our views diverge), Johnson-Sirleaf is not responsible for the hide tide of corruption that exists in Liberia. In other words, "corruption" existed in Liberia before EJS's ascendency to power. Now that's a fact!  
 
Area of agreement: 
Something needs to be done to fight corruption in Liberia. (You and I can agree sometimes). 
 
 
The first four years of Johnson-Sirleaf's governance have been insufficient to bring about the changes that some of you are demanding. Therefore, in order for her legacy to be established, Johnson-Sirleaf's opponents need to take a pause. It's my hope that the Liberian people will go to the polls in 2011 to re-elect EJS for her second and final term. It may be a bitter pill for you and her hardcore opponents to swallow, but yes, be a man! One more for the gipper, Ellen Johnson Sirleaf! 
 
I hope that these issues can be resolved, discussed or debated without resorting to name-calling.

Give "us our justice to sing praises" to our supported leader, Ellen Johnson Sirleaf. It's only fair to do so. Contrary to your contention, five more years of EJS's leadership will not set Liberia ablaze. I may join the Liberian fire department to make sure that our country does not burn down during the next five years of EJS's presidency. 
 
Best of all, calm yourself down, pal. This is politics.

Mr. Zaza, here is the explination of what happened about the the fraudulent transfer of US1, 171,751 from the Central Bank of Liberia (CBL) to the Ecobank Liberia limited by some criminals. 
 
This is one more of your accusations coming to nothing.  
 
GAC release indicates that the Special Forensic Audit Report established that the signatures of the President and the Government officials allegedly involved in the transfer were forged. The signatures analysis was performed by Meredith DeKalb Miller, a former Federal Bureau of Investigation Forensic Document Examiner hired by AG Morlu.
